David S. Rapaport

David Rapaport David S. Rapaport, CEO and owner of Elatus is an experienced and capable manager with an extensive background in telecommunications, healthcare and human services. He has earned impressive federal government contracting credentials and is a member of the Defense Acquisition Alumni Association (DAUAA). As an integral member of a specialized billing team at Verizon Communications, Inc., David managed accruals for 35 national carrier accounts totaling over $45 million monthly. His expertise in federal and state tariffs, as well as contract administration ensured that all stakeholders received equitable and accurate analysis towards account management and fiscal resolution. David worked extensively with corporate attorneys and the Verizon auditing group to ensure compliance with the Company Accounting Reform and Investor Protection Act of 2002, commonly referred to as Sarbanes-Oxley.

David is a retired Veteran of the Massachusetts Army National Guard with deployments to Bosnia-Herzegovina and Iraq. His previous military assignments include Chief Instructor, Field Artillery at the Massachusetts Regional Training Institute (RTI) and a tour of duty with the Warrior Transition Unit where he managed complex medical and behavioral health issues related to wounded and injured Veterans. David is a lifelong learner that seeks out challenging assignments.

David continues to work with Veterans at risk and other volunteer activities within his community. He is an officer in the Knights of Pythius and founded the Veterans Support and Action Center at Cambridge College near Harvard Square in Massachusetts.
